Bill 2 fixes an oversight and restores an essential link between gratitude and giving
Adopted by the National Assembly at the end of October 2025, Bill 2—introduced by Minister Christian Dubé—restores the right for healthcare institutions to invite service recipients to support their foundation, unless the individual has expressed refusal.
A simple but powerful provision: it corrects a gap created by the repeal of the Act Respecting Health Services and Social Services, which had removed this possibility.
